It's possible to have an IRC client that supports the initiation of a voice chat that is sent over IRC (not too much different than say the DCC protocol), however everyone you talk to must also use the exact same software. The initiation protocol would have to either be coded into the ircd or use an existing protocol to send the connection request with, like perhaps CTCP. I personally don't know of any.

I seen a mIRC script addon one time that allowed for a user to user voice conference over IRC. Both users had to have the script though. Perhaps if you find it, you'd be able to modify it to be channel wide rather than user to user?

I looked into this a while ago, and always turned up the same answer. If all your users are using the same software (IE, mIRC), and you can write an addon to seamlessly use an additional voice-server, then that is probably the best way to do. Otherwise, look into TeamSpeak or Ventrilo, and mention in your channel topics or websites that you're now offering voice chat for those who are interested.

Could look for software to relay text messages between the two services also, as not everyone will be able to speak or listen for whatever reason.

Agreed. Unless the kings of voice chat (Ventrilo/TeamSpeak) release a standard for voice broadcasting server software the options are just a few.

Voice streaming software uses much more bandwidth than text transfer. So without getting into details I'd say you would need a much bigger infrastructure to have a hundred chatters talking all at once.
