Please note, I'm writing this reply 3am in the morning, so excuse typo's and temperament.
Anyway, there isn't a way to start Services IRC side, you either need to start it manually from the shell host (or your PC in some cases) and with most services packages, it's normally in the directory called services and you can start it with ./services from a shell (or double clicking a .exe file if your self-hosting off a Windows PC)
As for the DNS, I'm assuming your talking about creating a round ribbon domain, that randomly picks servers on your network to join users to (Mostly to spread out user numbers more evenly on all servers in the network). Well, I did it by adding server IP's under one subdomain in my DNS records. (like irc.yourserver.com has a IP of xxx.2xx.xxx.xx while you have another record for irc.yourserver.com that has a IP of xxx.3xx.xx.xx - both will be used 'randomly' when somebody connects to irc.yourdomain.com [This is in fact a lie, it uses the server that responds the fastest to the users connection request - normally the closet one to user])
