and that has to do with u RUNNING a chat how? chat is hosted on a webserver, it has to do with allowing people to connect to you.

Just to throw it out there, with LightIRC, to run the policy on the default port, 843, you need to be root. Though if you change the port, to say 8000 for example, you don't need to be root.
And as far as I know WeAreAcme was looking for a place that could run a flash policy with his LightIRC |

yup that was in your priv box i dident go to a diffrent network to do it 
was u ever killed/glined/banned despite my issues no? so despite personal hate and feelings no abuse happend |
