Will keep this short, although I could easily write a katsklaw length essay such as this: http://searchirc.com/boards/viewtopic.php?t=6242.
People looking for links should maybe read that first and ask themselves, why they need to link, is it to provide a broader geographical reach (having servers in US, UK, Australia, etc etc). Is it because they you think you're server will benefit others, or do you just want any old potential link to benefit yourself, ie boosting numbers as many do to crawl up searchirc's ratings.
I cba to go into do's and don'ts of IRC/Linking but at least be honest about what you want from it, for yourself, your networks rep and most importantly your users.
BE HONEST with your so called "stats" as well, I see way too many misleading stats here, without singling out networks, Don't say you have 300+ users when nearly 50 of them are Service Bots, and 200 xdcc, don't have 59 service bots, 30 fake users (znc) and claim to have 200 users. Whats the point, a potential link owner with any irc knowledge will check these and see through it.
expect more Razz

I agree with you in principle, Lethality - but how many Network Administrators/PR Managers who browse these forums can we expect to come clean about how many unique human (note the stress on the word) users they have on average at any given time? My pessimistic side estimates 10% at best (and that's being optimistic). Still, quality over quantity as always will win out (as would the process of natural selection)
