Personally, I think it's essential to teach atleast some semblance of 'how to think like an Oper' when you teach them commands and methods. Otherwise you'll end up with IRCop wannabe's that knows alot, but freaks out the moment something goes wrong on a network like a netsplit or botnet attack.
For example, check here what I wrote here on that. Just the first chapter really... |

if a person truly understands how IRC works and how to manage users professionally, then that's the important thing. Some nets want opers to negotiate their way out of having to kill someone, others don't care and both are correct.
It's not up to us to determine what's the best course of action for an oper on any given network. All that we can do is educate people in IRC and let their admins choose how they are to proceed. What works well on Network1 is forbidden on Network2 and it's not our place to say who's right or wrong. |

True, I still prefer some base training on how to deal with common issues though. The network then can adjust this training to suit themselves. I mean like with acting when there is a Botnet channel flood going on for example. Drill it in.
I remember my first such lesson and it was live. I just used my wits and acted against them. When it took too long I just ended up gzlining them permanently just to get rid of them (even though the network policy is no more than 3 days). I could adjust this later to suite the networks, but at the time it worked best. This is the thing the people should be learning and NOT a bunch of commands they'll never use. |

I still stand by what I said.
Although I do agree it is a nice idea overall to teach the 5 cent admins how to work. |
