Hello, and welcome to SearchIRC :)

I did a search for your channel, and found only one match:

http://searchirc.com/search.php?I=%23dishplace

Generally speaking, the best place for IRC help for services, is in the network services help channel. The reason for this is, while general IRC help can be given by almost any IRC user, network services tend to be fairly unique to a given network, even when using publically available services.

I checked over the MOTD's for NullusNet, and did not see mention of a network services channel. Maybe someone else here can post a followup to the question.

If the services are anope, he can take a look at:

http://www.irc-help.us

Although for my network (and labelled as such) its basically taken from the anope help directly. It has everything but the newest stuff (like stuff added in the last 2 releases) but most of that stuff is oper related anyway.

If not anope, this may help you a bit-but I can't make any guarentees, obviously.

/chanserv help and /chanserv help set should give you a good portion of the commands you would use, however, and adding nicks to aop/sop is likely /chanserv aop #channel add <nick>. Replace "aop" with "sop" if needed, also its likely the target nick has to be registered, some services allow hostmasking but not many.

If the /nickserv /chanserv shortcuts don't work, use /msg nickserv or /msg chanserv.

Try:
/chanserv set #channel opguard on
or
/chanserv set #channel secureops on
.
